The syntax box correctly doesn't list enclosing parenthesis because other sections
that describe when a mintypmax_expression is allowed either do not require them (because
the value is not part of a general expression where the ternary operator is allowed),
or specify parenthesis to be used when expressing a mintypmax_expression.

I.e.

Section 4.3 examples all use mintypmax expressions enclosed in parenthesis.

Section 7.15.1 examples show mintypmax expressions used as delays in a comma separated
list.

Section 13.4.1 examples show specparam delay values as mintypmax expressions, again in a
comma separated list.
