<p>It seems that there are several statement types that are optional and are similar to
a null statement.

case_statement
loop_statement
wait_statement
event_trigger
disable_statement

All of these start line this:

<statement type> ::=
    | <element>

Should we have a single null statement type in the 'statement' definition? Should we remove
some of zero or more specifications?
