I would support an additional definition of 'local_identifier' to
distinctly show where heirarchical identifiers are illegal.

<p> The local_identifier definition would have to follow what has been started -
it can be a simple_identifier or an escaped_identifier.

The more general identifier would then be a hierarchical_identifier or a
local_identifier.
