BAD MSG:
I would like to see some language added to the spec for B13 that indicates
hat the size constant (i.e. "constant_"expression in the BNF) is fixed
at compile time even if it uses parameters, in much the same way that the
width of regs and wires are fixed at compile time.

A possibility:

The value of the "constant_"expression shall be determined before simulation
begins. Assignments to parameters used in the "constant_"expression which
occur during simulation shall have no effect on the value of the
"constant_"expression used to calculate the indices in a mutable part-select.
