It makes me really uncomfortable to have code that is not executed every
time in a function. I personally would prefer not to allow $tasks at
all, and if the user wants one, he makes two copies of the function,
one which is called where constant functions are called and one which
is only called at simulation time in places where it will be evalutated
at simulation time. I only allowed $display because Kurt seemed to really
want it.
