  Indeed; although the converse is also true. For example, in
discussing standardizing signed arithmetic as proposed by Tom
Fitzgerald, even though Cadence has supported this feature for a
while, we were able to come up with a number of fixes to the Cadence
implementation.

  Ideally, a thorough examination of the proposal, a candidate
implementation, and feedback from designers actually trying to use the
thing is best. We usually don't have such luxurys...
