Based on the BTF discussion, here are the extra constraints on constant
functions which should be added to section 10.3.5. These should be grouped
with the other constraints at the end of the first paragraph:
-- They shall not use any parameter value that is affected directly or
indirectly by a defparam statement (see 12.2.1).
-- They shall not be declared inside a generate scope.
