Good morning James:

The original intent for attributes was to allow information to
be attached to items of the language in a parsable way. The
current method to do this is via comments. Nobody wants to
parse comments.

Regarding attributes on UDP instantiations, that is an oversight.
We have them for module instantiations; there is no reason not
to include them for UDP's. You probably want attributes
then for the ports of a UDP also. There may be other locations
that would benefit from having a attribute point.

Regarding the character set of an attribute. We wanted a flexible
enough syntax to easily parse and yet allow people to define
their own identifiers for the information. The two syntaxes
allowed simple definition, or definition with a value(constant.)
It was even proposed that the constant value could be a string,
with embedded newline characters - but that seems to have
disappeared in the details!
