Yes, they should be defined as identifiers. Note that if someone needs
a weird attribute name, they can use an escaped identifier.

Good point. They don't require anything lexically unusual and can be parsed
like everything else. I had trouble finding attributes in the spec because
they were in this section. I first looked at the "Data Types" section, so
I would suggest that as the most logical place.

Adam has proposed the BNF for UDPs, which looks OK to me. They should match
modules closely.
Perhaps someone who has used directives embedded in comments for tools
like synthesizers can comment on any other places that attributes might
be needed. The things I can think of for simulation purposes have already
been covered.
