It seems reasonable that real, realtime and event declarations should allow
attributes. Also, if "block reg declaration" is being distinguished from
"reg declaration", then surely the other data types that can be declared
in blocks should be listed also.

Genvars are another matter entirely. These are not data objects in the
design. They are just a notation that indicates how for-generated items
should be connected. They should not have attributes.

It also seems reasonable to allow looping statements to have attributes if
the other statement types do. Nor do I see any reason to disallow attributes
on a statement because it appears in a function body. Aside from not allowing
delay or event controls in function bodies, statements there are the same as
statements anywhere else.
