<p>PROPOSED CHANGE:
Remove the burden for elaborators to check for this problematic situation,
while still making it clear that it is not legal. This was suggested by
Stuart Sutherland and approved by the BTF. Since this makes this particular
bullet item different from the others, it should be moved to the end of the
list of bullets as well.
