Are you suggesting that the following be legal:

reg [31:0] a [0:1024][0:1024];
reg [31:0] b [0:1024][0:1024];
initial begin
a [6:20][3:4] = b [16:30][98:99]; // copy whole ranges?
a [46:50] = b [16:30]; // copy whole slices?
a = 0; // set every location to zero?
