It is amazing that a PDF version is already available. Is it marked draft or
is it the final one!
The status from the emails that I have so far seen seems to be: IEEE seems
to have a sent a final copy for checking to Maq
and therefore should wait until they get the final clearance from Maq before
releasing the document.
And to my knowledge, that has not happened. So I think IEEE is in error by
releasing the PDF prematurely
(unless it is clearly marked as a draft).
Is the IEEE process breaking down?
