But yes, illegal in verilog-xl, and the other verilog simulator that my
company makes.

Has any language changed between 1364-1995 and 1364-2001 relating to the use
of arrays in an event control statement?
An event expression is an expression. I can't think of any case where
a whole array can appear as an expression. So I don't think that a whole
array can appear as an event expression.
Sure, we can make it legal, but let's make it explicit in the lrm.
Otherwise some tools (such as ncverilog) will reject what you consider to be
legal code.
