You're right.

I have not checked in a simulation, but I interpret the LRM as follows:

tran and rtran have no delays.

Turn-on and turn-off delays may be specified for the tranifs.
If so, they specify delays for transitions to x and z as well.

However, after turn-on, transitions have no delay, unless to x or z.
