    Hi Tom.

    In considering a respose to P1800 ballot issue, STU1, the SV-BC believes
    that the issue would be more appropriately addressed by the 1364
    committee.

    The issue points out that there is a not enough information to define
    the order of evaluation of processes during time 0.
    The SV-BC recommends the addition of the following, likely in Clause
    5.6:

    "Combinational constructs including continuous assignments and
    combinational primitives shall execute at least once during time 0."

    Would appreciate the 1364 committee's consideration in this matter.

    I have entered it in the SVDB as issue #667.
