    I think Matt was using the term 'gate' to mean the MOS primitives.

    However, I now believe that all primitives (all UDPs and built-ins)
    need to be evaluated at least once at time 0. The sequential UDPs need
    to be evaluated for level sensitive behavior.

    Not to open another can of worms, but the initialization of wires
    connected to bi-directional MOS primitives is beyond the scope of the
    LRM.
