When in doubt, be explicit. At worst, it is redundant.
But it does no harm.
Someone might interpret the LRM differently unless it is explicit.
The LRM should not depend on the reader reaching a correct conclusion
via some chain of reasoning.
Besides, inouts are different.
And I am not completely sure about the equivalence to continuous assignments,
as they ignore strength.
