    If the only issue here was whether there was a mistake in the BNF or
    whether it matched the original intent, then I would agree. However,
    there are reasons for wanting configs to be separate, independent of
    whether the current BNF says they are. In fact, I filed the GNATS
    item suggesting that configs be disallowed in source files before
    looking at the BNF and discovering that they technically were already.
