Steven proposes adding
"A continuous assignment process is also evaluated at time 0, to ensure that constant values are propagated. This includes implicit continuous assignments (see 5.6.6)." (now 11.6.6)
"Primitive terminals are different from module ports. Output and inout terminals are connected directly to a net, with no intervening process that could alter the strength. Changes from primitive evaluations are scheduled as active update events on the connected net.
Input terminals connected to 1-bit nets or structural net expressions are also connected directly, with no intervening process that could affect the strength. Input terminals connected to other kinds of expressions are represented as implicit continuous assignments from the expression to an implicit net that is connected to the input terminal."
I have no problem with the first addition.
Minor comments on the second:
The term "structural net expression" is first used at the beginning of 11.6.6,
"Port connection rules require that a value receiver be a net or a structural net expression.",
but it is defined only in 220.127.116.11, so I would add "(see 18.104.22.168)" after the first mention of "structural net expression".
I would change
"Output and inout terminals are connected directly to a net"
"Primitive output and inout terminals shall be connected directly to 1-bit nets or 1-bit structural net expressions"
Change "active update events on the connected net" to "active update events on the connected nets". (plural)
"Input terminals connected to 1-bit nets or structural net expressions" to
"Input terminals connected to 1-bit nets or 1-bit structural net expressions".
