    What is clear to me is that we did not do a good job with this feature
    the first time. What is equally clear to me is that it is too late to
    fix it in a way that will please everyone.

    I would hold this issue up as an example to the P1800 committee that it
    is important that we resolve outstanding issues before the specification
    becomes a standard. This issue was brought up before 1364-2001, and we
    failed to act then.

    Had we been following this reasoning in 2001, configs within Verilog
    files would never have been accepted in the first place. Stu, although
    I agree with you completely, it is unfortunate that we as a committee
    do not always protect the interests of existing users like we should.
    Unfortunately, SystemVerilog has thrown in every keyword imaginable, so
    we've really messed this up now.
