If you do (2)

Then you don't have support for '-v' library files (referred to as .vlib files in
'Verifiable RTL') There are many little modules that designers don't wish to make
separate files for.
Also, modifying wildcards to only allow wildcarding of files (and not directories) would
require users to change directory structures so that a module with the same name is not
in two places in a directory tree (e.g. illegal to have design/a/rtl/a.v design/a/gate/a.v)
You have simply explained two implementations (#1 and #2) but it is difficult to see
what I can/can't do with them. I.e. it would help to have a list of what I/you can't do...
