Section 18.4.3.2 is very poorly worded and results in an

Even worse, the ranges put 'pull' (5) together with 'strong'
(6). Since it is common to put pullups onto busses, this
makes it impossible to use $dumpports as a bus contention
type of check.
Also, on the next to last line there is a typo. 5 is 'pull',
not 'large'.
