db entry classification 'clarification'

I suggest we add a new class of entries called 'clarifications' for
items which are not really errata in the standard
but rather just clarify what is already there.

It seems to me that some of the existing entries already fit into this
category,
and this enables us to say:
    1. These are lower priority
    2. These do not go into errata sheet. The errata sheet is already
going to be far too long. Let us not make it longer than it needs to be.

The errata sheet is for items of the type, "What should have been
written is different than what is written"
(That also includes items which should have been written, but were not,
and without them, the standard is wrong or at least misleading.)
