In section 19.2, Syntax 19-1 does not list tri1 as a legal
value for `default_nettype. It does list tri0. The 1995
standard lists both tri0 and tri1 in the equivalent Syntax
16-1. Apparently tri1 got lost when the syntax box got
edited to allow "none" as an option.
