1364.1: ROM and RAM modeling

Please note:

1364.1 has defined models for ROMs and RAMs using such constructs as

assign q = mem[a] ; // Examples 24-27

This is OK.

However, the reader might assume he could also write

always @*
    q = mem[a] ;

Please be aware that this case is under discussion by the 1364 ETF
and is not currently guaranteed to be equivalent to the first
formulation,
or even to be legal.
