adding discussion/proposals to existing issue

    The best way to add a proposal to an issue is to use
    the new forms at http://boyd.com/1364_btf/database.shtml
    (you can also change the class). This will allow anyone
    to add a proposal, but only if the issue is open or
    analyzed.

    To add a discussion to an existing issue,
    simply mail to etf-bugs instead of etf with the subject
    containing the <issue class>/<issue number>: For example,
    Subject: errata/179:

    Anything after the ':' is optional.
