    Is there any significance to the locations of

          {attribute_instance}

    in the BNF?

    For example, is there a reason why these appear in
    "module_declaration" and "udp_declaration" instead of
    in "description"? Or is this just an arbitrary choice?

    If "statement" in A.6.4 were replaced with

        statement ::= {attribute_instance} statement'

        statement' ::= blocking_assignment ;
                     | case_statement
                     | conditional_statement
                     | ...

    would that somehow change the intended meaning?
