    This is an offshoot of #20.

    In #20, there was a suggestion to allow variable declarations
    with initial values (such as "reg a = 0") in named blocks,
    tasks, and functions as well as at module level.

    We decided not to do that at this time,
    but rather to discuss it later as a possible enhancement.
    So I file this to put it on the list.
