errata/241: 23,25,27: every pli routine definition starts a new page

    There are 3 big sections in the PLI (23, 25, and 27), which
    contain the definitions of the ACC, TF, and VPI routines.

    In 2001a, each routine description started immediately after
    the description of the preceding one.

    In 2001b, each routine description starts on a new page.

    I don't know whether that was deliberate,
    whether it was requested by the PTF chairman.
    But the result is that those 3 sections
    take 49 pages more in 2001b than in 2001a.
    Given that, I think the PTF should consider what it wants.
