    Make sure all dashed lists come out in PDF.

    Find dashed lists which still did not come out in 2001b,
    and fix them as well.

    See issue #169.

    Apparently problem occurred with TimesNewRoman fonts.
    The "em dashes" did not print in IEEE.
    When these are converted to Times font, which appears
    almost identical, it comes out OK.

    On my Unix FrameMaker, TimesNewRoman gets converted to
    Times anyway, so it still comes out OK.

    However, in 2001b, IEEE did not fix all the places.

    In particular, some of the NOTEs are still in TimesNewRoman,
    so they did not come out even in 2001b.

    The solution is to convert all paragraphs with "em dashes"
    in TimesNewRoman to Times.
