     Just as a side note, not all compatibility issues can be resolved
     by `compatibility. As the first example that came to mind,
     V2K limits the number of MCDs to 30 versus 31 since the high-order
     bit now indicates whether the value is an MCD or FD. That is
     a global issue that can't be locally resolved since and MCD/FD
     is a value that can end up anywhere.
