    When the PTF was asked to add support in VPI for the
    generate statement, it was presented as a pre-processor
    type of construct. It turns out that this is not the
    proper way to think about generate statements. As a result,
    the VPI does not adequately support generate statements
    in the 2001 version. This needs to be revisited.
