    3.10 says,
    "Implementations may limit the maximum size of an array,
    but they shall at least be 16777216 (2^24)."

    Besides the grammar problem (what does "they" refer to?),
    it is unclear what this "maximum size 2^24" refers to.

    Is it the number of bytes in the array?
    Is it the size of each dimension?
    Is it the number of elements in the array?
    etc.
