    I am pretty sure they are *not* described. I looked pretty hard
    myself. Steve Sharp argued (convincingly) that combinational UDP
    devices are scheduled just like any other primitive gate. We agree
    that is natural and obvious.

    However, *sequential* user defined primitives have no intrinsic
    equivilent, so one can (and I do) argue that they are fundementally
    different and the scheduling implications should be explicit.

    I have my opinions what the semantics should be, but we should
    find out what all the mainstream tools do and document that. I'll
    keep my opinions to myself unless there is a disagreement in the
    wild:-)
