I found the following in a vendor application note:
"Please note that the example
below only shows a semi-colon after the config and design
statements per the BNF, which is how [product name]
implemented configurations. At the time of this writing, it
has since been discovered that the Verilog-2001 committee
intended that all configuration statements, except the
endconfig, should end with a semi-colon and therefore
some EDA vendor implementation of configuration
blocks might not be consistent."
I then looked in Section 13 and it seems to be inconsistent in the examples as
to whether the configuration statements end with semicolon.
However, I have no memory, nor found no record, that
"the Verilog-2001 committee
intended that all configuration statements, except the
endconfig, should end with a semi-colon".
The closest I found was in a mail by Tom Fitzpatrick at

Does anyone have more information?
