    Agreed. This is not quite accurate. How about this:

       However, there are restrictions on defparams within generate
       scopes or arrays of instances. See 12.8 for details.

    The two paragraphs following that statement is the formal description,
    culminating with a restatement of the error: "At no time shall a defparam
    statement modify a parameter whose value was determined during a previous phase
    of elaboration".

    Do we need to change some wording to make this clearer?
