You and I agree, the Verilog-2001 LRM is the official standard. And you more than any other person deserves credit for the effort to close on the -2001c version.
We also agree that there is a rich Verilog history that has backward compatibility issues which need to addressed so they are reflected in the LRM. In fact the notifier issue shows how we would make one decision on technical merits that would not be backward compatible with your use of Verilog. In the interest of stability of the language and the continuity of designs from one version to another, which you richly represent, we will be guided to improve the LRM and support what would otherwise appear to be odd constructions - like the notifier case - that we otherwise would not.
I realize these proposed interpretations, changes and modifications are well documented in working group approved drafts. It is too bad the -2001 working group and PAR was not kept in force as commercial implementations and designer use was able to offer further feedback. It certainly would have been nice to have the voluminous changes part of a formal update now. But patience and the drafts will do.

I would just like to say that, yes, today IEEE Std 1364-2001c IS the
official IEEE Verilog standard (after taking into account the errata
document).
However, without any connection to the notifier issue, we know that
this standard contains errors beyond what appears in the errata
document. That is unfortunate, but it is a fact. Some are errors which
were introducted in 1364-2001, some were there in 1364-2001 but not fixed
in 1364-2001. Some were found before 1364-2001 was approved, but due to
various reasons, were not incorporated into 1364-2001. Some were simply
forgotten, for example. And I refer to issues which are not controversial.
Changes that we propose today will go into a draft version of P1364-2005
which will go through a regular ballot process. In the meantime, the
P1364-2005 represents the recommendation of the P1364 Working Group as
to what the WG thinks the standard should be, but that recommendation is
unofficial and may change in the ballot process or even beforehand.
