    I hope we can agree that our common goal is to produce a new revision of the standard which will best serve the needs of the
    user community. Each particular issue needs to be judged on its own merits. Obviously there are purely technical considerations.
    Backwards compatibility with previous versions of the standard is also a legitimate consideration.

    Where there is a "de facto" standard in the market, that is also a legitimate consideration in the opinion of the majority of
    the WG. I do not think that any particular implementation or even any set of implementations is blindly accepted by the WG.
    A wonderful example of this is the 1995 behavior that "a[63:0] = 'bx;" gives you 64'h0000xxxx instead of 64'hx. That behavior is
    duplicated by all the tools that I am aware of. Nevertheless, it was changed in the 2001 standard.

    I believe that we have discussed the issue sufficiently. I think we should now shut up (me too!) and let Mac get legal counsel
    as to the limits of discussions of existing implementations. That will be the final word. If we will be unable to discuss
    existing tools' behaviors, though, I fear that will adversely affect our ability to correct errors.
