The remaining issues holding up approval of the generate proposal are in
section 12.8, Elaboration Flow. Shalom has pointed out that the restriction
on defparams that it describes is too complex for a user to understand when a
defparam is legal and when it is not. I have put some thought into resolving
this issue, but the very nature of the problem (illustrated by the example) is
complicated. I have not yet had a chance to complete a suggestion for
simplifying it.
In order to move forward, I would like to propose that section 12.8 be removed
from the current proposal and put forth as a separate item for next month's
meeting. The problems that 12.8 tries to address are present in the 2001 LRM
and are not tied to the rest of the generate proposal in any way. Since there
are no outstanding issues with the rest of the proposal, I am hopeful that
without 12.8 it can be approved sooner.
