    Gord,

    I agree with your first two points. However, I don't think we need to
    hold up the approval of the proposal for them. They are simply further
    clarification. As such, I think they can be dealt with in follow-up work.

    The restriction referenced in the third point was not added by this
    proposal. It is already present in the existing LRM. This proposal
    may make it possible to eliminate that restriction, because of the
    visibility and locality rules that you mentioned. We can discuss
    that in follow-up work as well.

    Due to your leadership of the sub-task force for this proposal, I'm
    sure that others are paying attention to your opinions on it. Are you
    willing to endorse it in its present form, with the understanding that
    your issues will be addressed in follow-up work?
