     The datatypes subgroup may wish to use this syntax for a specific purpose
     (packed array of integers). Allowing this syntax with the semantics that
     the range is ignored would prevent that other usage. If that other usage
     is allowed, there could be a backward compatibility issue for implementations
     that are allowing this illegal syntax and ignoring it. Enhancement 287
     might provide them a method of maintaining that backward compatibility.
