    Attached is a proposal for LRM Section 12.8. The main purpose of this section
    is to define a partial ordering on the resolution of defparams and the
    evaluation of generate constructs in order to remove the possibility of
    different hierarchies resulting from different elaborator implementations.
    Additionally, this section provides a definition of the term "elaboration".

    This is being proposed separately from the Generate Proposal currently under
    discussion. Other than the section number and some terminology, nothing in
    this proposal relies on the Generate Proposal's passing. The issues discussed
    here are equally applicable to the definition of generates in the 2001 LRM.
