     Dennis,
     
     Actually this searchable version of 1364-1995 is actually fairly recent.
     The original one was indeed unsearchable.
     
     Now, the PDF version on IEEE Xplore is 6.3MB big.
     It also does not have any bookmarks.
     
     I created another, identical, PDF version of 1364-1995 which is only 2.3MB big
     and even has bookmarks.
     
     I had offered it to IEEE Publications, but nothing came of it.
     
     Do you maybe have some influence in the right places?
