errata/610: operand/operator relationship is ambiguous for event_expressions

    This is similar to errata/596.

    For event_expressions (A.6.5), the parsing order is ambiguous. I propose it look like this to remove the ambiguities:

    event_expression ::= edge_expression { ("or"|COMMA) edge_expression }

    edge_expression ::= ["posedge"|"negedge"] expression
