    I found more details about the comment that Cadence sent about $nochange.

    Cadence comment was:
    "The note (b) following Table 16-2 states ($nochange) "not usually
    implemented in Verilog simulators".
    "

    Basically the comment meant to say the LRM should not say what is or is not
    implemented by simulators. This note should be removed.
