OK, here is a rewording with more words:
All primitives, UDPs, implicit and explicit continuous assignment are
constructs that shall be evaluated at least once before the end of
simulation time 0. If an implementation can determine the value of all
inputs to such constructs before the simulation starts, evaluating them
before the simulation starts shall satisfy the requirement of
evaluating before the end of simulation time 0. If an implementation
chooses to evaluate such a construct before the simulation starts, it
shall either:
1) schedule an assignment of the result to the output at time 0, or
2) assign the output before the simulation starts.
