    Attached is a proposal for changes to the $skew, $timeskew, and $fullskew
    subclauses. It is a result of mutual work with Yonghao. Thanks, Yonghao.

    The changes to $skew are minor editorial ones.

    The changes to $timeskew supercede those in ETF 618/Mantis 688.

    In order to get this out in time, it was pretty rushed out at the end,
    so I hope I did not make any mistakes.

    Regarding the remain_active_flag, Yonghao and I decided to propose that it
    also affect whether the timing check turns dormant due to a conditioned
    timestamp event with a false condition, that it affect both the timer-based
    and event-based modes, and that it affect both $timeskew and $fullskew.

    There were several considerations, one being that this seems to have been
    the original intention of the flag, i.e., what the LRM in 1364-2001 was
    supposed to have said. There were additional considerations, which I
    will not go into now, due to lack of time.

    Attached is a PDF file. I will send the FM source to both Yonghao and
    Stu Sutherland, as I will not have FM access over the next few days.
