    Note: I would not approve the alternate proposal that Cliff sent out.
    That proposal leaves a significant keyword conflict issue for legacy
    Verilog source. With configs not allowed in Verilog source, an
    implementation can easily avoid the keyword conflict by not reserving
    the unused config keywords.

    The version without the 680 changes contains references to configuration
    as a bolded keyword. In that version, the word should either be un-bolded,
    or changed back to config. With that amendment, I would approve the
    proposal.
