    My apologies to the reviewers for the delay in getting this out.

    I have made changes to the draft to address the consensus at the last Encryption committee meeting.

    Note that the BNF changes for the `pragma directive have caused some changes to the syntax for several protect keyword
    values (decrypt_license, runtime_license, viewport). I also made the syntax sections consistent with the expected type
    of the value and adjusted some of the text to correspond.

    The PDF with changes indicated is attached. A version with the changes resolved will be uploaded to Mantis 314 shortly.

    As agreed at the last meeting, members of the committee should e-mail their vote for or against approval of this draft.
    The Champions meeting is tomorrow at 1200 US/Eastern, so votes recieved in advance of that meeting will establish
    whether Encryption is included in the next 1364 draft or not.
